For over 20 years the CIA created various secret programs such as Project STARGATE in response to Soviet Union research into psychic phenomena. Personnel were trained to use Extra Sensory Perception techniques such as “Remote Viewing” or the "Gateway Process" to perceive hidden or distant targets solely with their mind. Experiences also included communication with unidentified entities. Due to mismanagement, the project was eventually terminated and declassified in 1995, though some believe other secret ESP projects still exist. The fact remains that ESP and training to utilize it is a real phenomenon. Evidence of such practices can even be traced back as early as the Bible (e.g. schools of the prophets). Though some have an aptitude for psychic ability, with proper meditation these skills can be practiced by anyone.
How can it be Real?
Based on the ultra-theory, there is an element of consciousness that naturally exhibits 4th dimensional qualities such as nonlocality, meaning regardless of physical constraints a part of your consciousness is constantly connected to certain information that exists in the past, present, and future. This hidden resource is made possible by The Block Universe Theory which states that most if not all of time from beginning to end exists simultaneously. This would suggest that not only free will but time itself is ultimately an illusion produced by the brain.
Based on the The Holographic Principle, the brain functions to create coherent patterns from all the information it receives from existence, constructing the illusion of reality we all experience. To screen excess information, which would include psychic phenomena, it uses methods such as selective filtering. However, with proper meditation it is possible to expand conscious awareness to allow 4th dimensional information to become noticeable, exercising innate psychic abilities everyone possesses. In essence, this practice can enable access to virtually limitless information as one would 'recall a memory.'
It is believed that experiences with psychedelics such as LSD or DMT mimic or perhaps even reveals reality without the pattern or frequency processing of the brain and the observer begins to feel a 'oneness' with the totality of existence, resembling characteristics of quantum nonlocality suggesting that consciousness can indeed possess 4D qualities. Aside from psychic abilities, The ultra-theory explains paranormal phenomena such as ghosts, reincarnation, out-of-body experiences, and presence in the afterlife.
